Caroline, Virginia – Fire-EMS Chief David Layman is pleased to announce the promotion of four Lieutenants and two Captains within the Department. Lieutenant promotions include: Paul Ernest, Matthew Pifer, Brian Russell, and Raymond Velasquez, Jr. Captain promotions include Edward Bonham, V. and Leigh Doucet.

Lieutenant Ernest has been with the Department since 2005. He is a native of Caroline, serving nine years as a volunteer in our community before joining our career service. Paul has a diverse background in public safety, including two years of service as a Deputy Sheriff.
