Two weeks ago, Justin Baber was charged with statutory rape of a 13 year old. Justin is/was a volunteer firefighter with the Chancellor Volunteer Fire & Rescue Department in Spotsylvania County.
This week, William Byrd was charged with having sex with a minor. William is a rescue lieutenant with the Chancellor Volunteer Fire & Rescue Department in Spotsylvania County.
Both men used Chancellor Volunteer Fire & Rescue Department vehicles during their crimes.

This is a very weathly non-profit organization that receives both county tax payer funds as well as tax exempt income from fundraising such as the weekly Saturday night bingos. So where exactly does the money go? They certainly do not want to disclose that now do they?
Stated in a comment by Tfyreman, who claims to be a former senior officer at Chancellor Fire Rescue, in the Update on the Training Records story February 18 “A General Order issued in March 2008 by then president – Jim LaClare, signed off on by chief’s and board members alike, calls for the suspension of any member who fails to report for their bingo duty.” http://blogs.fredericksburg.com/spotsygovt/2011/02/18/update-on-the-training-records/
He further went on to say that even though members are disciplined for not reporting for bingo, staffing rescue duty is optional as no disciplinary actions occurs for failing to staff the very rescue stations all this money is supposed to fund. Sounds like insider information to me.
However, Chancellor Fire Rescue continues to refuse public disclosure of its operational financial records in violation of federal and state law. Requests for disclosure are often ignored, having to be made multiple times and often result in incomplete or heavily redacted information making it impossible to understand the true financial records of this 501c3 tax exempt organization.
We have a Spotsylvania County resident asking Chancellor for disclosure of their financial documents in FLS Update on the Training Records from February 25th, 2010 comment 15 from Mailman. He states the following “I pulled their tax records online and there are no expenditures that I saw anywhere on any form… But my supervisor told me that there are no controls over how they spend the money, and it adds up to several million. After all of the stuff that has been reported since Feb. 5–from senseless deaths to sexual harassment–I think the public has every right to be concerned, to demand answers and to get them.”
We also have Bill Haas in comment 29 stating something similar “In addition, I have never seen a comprehensive accounting for revenue vs. disbursement for ANY of the volunteer companies in Spotsylvania. You know, one of those “line-by-line” financial things you and Mr. McGuire are always talking about. I know they are “non-profits,” but I fail to see why organizations that ask for donations should be allowed to “hide” their financials. ”

Small minds think very small and fail to grasp the larger picture. I have yet to see anyone condemn every Chancellor member. However, it is very clear the problems with this organization are indeed very systemic and are a direct result of failed leadership – NOT – every member. However, the members keep supporting their corrupt leadership time and time again instead of cleaning house and these very same issues continue time and time again – small minded thinking.
There is a very common thread running throughout this massive and inexcusable criminal organization. Doug Barnes County Administrator who refuses to take control over this problem but instead merely “asks” the organization to police itself.
Then we have Kevin Dillard who leads the cover up efforts time and time again along with Beth Addington from the Chancellor Board, Dan Butler the former Rescue Chief who knew very well these improprieties, yet claimed ignorance over and over again and a host of others in officer positions that have been in the same posts for many consecutive terms for many consecutive years. These are the very people who corrupted the system to benefit themselves at taxpayer expense and gave Chancellor the bad name to start with.
We already know Kevin Dillard is the CEO of Lifecare Medical Transports. He employs these sexual predators one after another and keeps them on as members of Chancellor. John Brandrup was employed by Dillard at Lifecare while he was under suspension at Chancellor and being investigated by the county prosecutor. Do you really think Dillard just ‘forgot’ the state law prohibiting such? Brandrup now holds a supervisory position within Lifecare under Dillard direct line.
Byrd’s predator issues were know about for years and again, Dillard and the Chancellor board covered it all up and promoted Byrd to a Lieutenant! Will Hurlbut was a longtime Lifecare employee and Chancellor member and he was arrested for child pornography.
It has been proven over and over that the more sexually deviant you are, the higher you are promoted at Lifecare and Chancellor! That is the reality no matter what fictitious rhetoric they tell you. The proof is in the actions NOT the words!
Again, small minds think small and fail to grasp the larger picture. The members need to ‘fire’ the vast collection of officers, chiefs and board members who serve term after term. They are the problem. When the very members of Chancellor themselves fail to clean their own ranks because of generations of ‘the good old boy network’, these problems will only continue to resurface time and time again.
Chancellor Fire Rescue has enormous systemic problems starting at the very top and leading all the way to Lifecare and the Spotsylvania government. What we are all seeing is the result of systemic failure and not isolated unrelated incidents.
