He was born October 12, 1942, son of the late William Oliver Altice, of Rocky Mount and Annis Davis Altice, of Henry. He is survived by his fiancée, Frances C. Holley; his son, William Carey Altice, of Rocky Mount; his daughter, Christie Altice-Weaver and husband, David, of Myrtle Beach, S.C.; his granddaughter, Kayla Denice Altice; a sister, Phyllis Fadely and husband, Jon and two children, of Fairfax Station; brother, Barry Oliver Altice, wife, Jennifer and two children, of Rocky Mount. He was a member of the Rocky Mount Volunteer Fire Department for 47 years, serving as active Chief from 1977 to 1984. He received a Lifetime Achievement Service Recognition Award in February 2008 from the Rocky Mount Volunteer Fire Department. He was a member of the Rocky Mount United Methodist Church. He will be greatly missed by all who knew him. Funeral services will be conducted from Rocky Mount United Methodist Church 3 p.m. Friday, July 30, 2010 with the Rev. John Plummer and Chaplain Richard Gore officiating. Entombment will follow in Franklin Memorial Park. In lieu of flowers memorial contributions may be made to the Posey W. Dillon, 59, of Rocky Mount, Va., went to be with his Lord and Savior on Monday, July 26, 2010. He was the son of Hilda Dillon, of Glade Hill and the late Posey L. Dillon. He was also preceded in death by his father-in-law and mother-in-law, James and Frances Hutchinson. Posey was a member of Glade Hill Baptist Church, where he served as a Deacon and Finance Director. He was a 33-year veteran of the Rocky Mount Volunteer Fire Department, where he served as Captain and Assistant Chief, before becoming Chief in 1990. He served on Rocky Mount Town Council from 1980 to 2000 and was reappointed to Council August, 2006. He served as Vice-Mayor of Rocky Mount from 1992 to 2000 and again from July 2008 to present. He served on the West Piedmont Planning District Commission from December, 1982 to June, 1993 and served on other numerous Town Projects/Committees. He retired from American Electric Power with 30 years of service on June 1, 2010.<br />
Left to cherish his memory is his loving wife and best friend of 35 years, Ann Dillon; and his constant companions, &#8220;Nikki&#8221; and &#8220;Vikki;&#8221; brother and sister-in-law, Davy and Carrol Dillon, of Glade Hill; sister and brother-in-law, Tammy and Wes Angell, of Boones Mill; sister-in-law and brother-in-law, Nancy and Don Mitchell, of Roanoke; brothers-in-law and sisters-in-law, James and Pam Hutchinson Jr., of Rocky Mount, Charles and Fran Hutchinson, of Vinton; nieces, Katelyn and Kelsey Angell, Amy Dillon and Becky Holland; nephews, Brian and Eric Dillon, Shannon, Jeff, and Charles Allen Hutchinson; one great-niece, Kaytlynn Holland; and one great-nephew, Gray Hutchinson.<br />
Funeral services will be conducted from Franklin Heights Baptist Church 11 a.m. Friday, July 30, 2010, with the Rev. David Long and Pastor Eddie Hawks officiating. Interment will follow in the Hutchinson Family Cemetery at Glade Hill Baptist Church. In lieu of flowers, donations can be made to the Posey W. <p>At this time the Governor of Virginia has ordered the State flag be flown at half-staff.</p>
<blockquote><p><strong>The flag of the Commonwealth of Virginia may be flown at half-staff on all state buildings and grounds in the Commonwealth of Virginia in respect and memory of Rocky Mount Fire Chief and Vice Mayor Posey Dillon, Rocky Mount Firefighter William Daniel Altice, and Tazewell County Deputy Shawn Hess, who gave their lives in the line of duty. The flag shall be lowered immediately today, Tuesday, July 27, 2010, and remain at half-staff until sunset. <p>*Charlie Robinson has been named interim Fire Chief and Fire Marshal for the Rocky Mount Fire Department.</p>
<p>*The Commonwealth&#8217;s Attorney will be deciding on whether or not any charges will be placed in the wake of this deadly accident.</p>
<p>Chief Dillon was driving the fire engine and died at Roanoke Memorial Hospital. Firefighter Altice was riding in the passenger seat and died on scene. Niether of the two firefighters were wearing seatbelts. The fire engine (Wagon 1A) was a 1988/1989 Pierce Custom engine which carried 1000 gallons of water. The accident occurred at an intersection in Rocky Mount on Route 40 near Sheetz. The SUV had the green light. The driver of the SUV was taken to the hospital with non-life threatening injuries. One other vehicle, a ford mustang, was involved in an accident when the fire engine hit it once it rolled.</p>
<p>Firefighters from all over the area are assisting the Rocky Mount Fire Department with their needs.</p>

<p><strong>Update 2145 hours:</strong></p>
<p>It is being reported that Fire Chief Posey Dillon was driving Wagon 1 when it was involved in the deadly accident in Rocky Mount Today. Firefighter Danny Altice was riding in the passenger seat.</p>
<p><em><strong>Neither of the two men were wearing their seatbelts.</strong></em></p>
<p>According to <a href="http://www.thefranklinnewspost.com/article.cfm?ID=16793" target="_blank">TheFranklinNewsPost.com</a>:</p>
<p><strong>Dillon had served on town council for 24 years, including 10 years as vice mayor, and was re-elected vice mayor by council earlier this month. He had been fire chief for 20 years.</strong></p>
<p><strong>Altice joined the fire department in 1963 and served as chief from 1977 to 1984.</strong></p>

<p>The fallen firefighters from today&#8217;s tragic accident have been named.</p>
<p>Fire Chief and Vice Mayor of Rocky Mount Posey Dillon died along with Firefighter William Daniel &#8220;Danny&#8221; Altice.</p>

<p><strong>UPDATE 1845 hours: </strong></p>
<p>Details are emerging about the accident in Rocky Mount.</p>
<p>Rocky Mount VFD Wagon 1A withwas responding to a house fire heading East on Route 40 when a vehicle pulled out and hit the fire engine. The accident occurred near the Sheetz in Rocky Mount.</p>
<p>Two firefighters were killed in the collision. One was pronounced dead on scene and the other was flown to Roanoke Memorial Hospital where he was pronounced dead.</p>
<p>Wagon 1A is a 1988 Pierce Dash Custom<em> </em>which carried 1000 gallons of water.<em> (Not a 1992 as I first reported)</em>.</p>

<p>We have confirmation of two firefighter fatalities in Rocky Mount this evening. The firefighters are members of the Rocky Mount Volunteer Fire Department located in Franklin County, Virginia. We are not releasing any names until families are notified.</p>
<p>Please keep all of the firefighters in Rocky Mount and Franklin County in your prayers.</p>
<p>The apparatus was responding to a call for a house fire. The fire apparatus reportedly swerved to miss a vehicle that pulled out in front of it.</p>

<p>Police are on scene of an accident involving a fire truck in Rocky Mount (Franklin County) on Route 40. The State Police are reporting that there was a fatality in the accident.</p>
<p>There is no word on whether or not the fatality was a civilian or a firefighter.</p>

<p><strong>Firefighters honored in 13<sup>th</sup> annual memorial</strong></p>

<p>City of Richmond Quint 14 and Henrico Division of Fire Truck 1 silently faced each other at the entrance and walkway to the memorial service building at RIR Complex.</p>
<p>Slowly the aerial ladders were extended. Firefighters attached the flag and slowly and respectively it was raised.</p>
<p>Black, red, yellow and other apparatus from antique to new lined the driveway in a colorful display.</p>
<p>Onlookers formed a crowd that stood only speaking in hushed whispers.</p>
<p>Bagpipers and the honor guard lined up. The siren sounded long and piercing at noon. The honor guard and bagpipers slowly in perfect formation marched in.</p>
<p>The ceremony had begun.</p>
<p>Honored for their sacrifice were:</p>
<p><strong>JEFFRY A. REED</strong> &#8211; Rank-Firefighter. Reed was a Pulaski Fire Department firefighter. He began his service in 2001 as a volunteer firefighter. He achieved certification in Firefighter I and II and Haz Mat in less than two years. He was hired as a career firefighter in October 2002. He was certified as Fire Officer I with over 500 hours of other recognized fire service training. He was an accomplished carpenter and brick/block mason.</p>
<p><strong>MICHAEL E. NEW</strong> &#8211; Rank-Captain. New was a nationally registered EMT/Paramedic for over 20 years. He was a past Captain and Life Member of Bennett’s Creek Rescue Squad and a former Deputy with the Chesapeake Sheriff’s Department. New volunteered with many national, state and local organizations. He was a short track racecar driver at Langley and Southampton Speedways.</p>
<p><strong>CARL A. BARBER</strong> &#8211; Rank-Master Firefighter. Barber served for nearly 30 years for Virginia Beach Fire Department. New served with Engines 16, 18, 19, 10 and 6. He had a reputation for being an excellent operator and a dedicated member of his department. He assisted with the training of many new officers at his companies.</p>
<p><strong>LARRY W. FELTON SR.</strong> &#8211; Rank-Firefighter. Felton served in the U.S. Army then began serving with Norfolk Fire and Rescue Service. Felton faithful served in his department for 35 years.</p>
<p><strong>CARL NORDWALL</strong> &#8211; Rank-Captain. Nordwall was a Fire Captain with the Norfolk Airport and a life member of Oceana Volunteer Fire Department. He was the past president of Local 3406 and a charter member of American Legion Riders Chapter 49 out of Smithville,Va.</p>
<p><strong>BOBBY JOE MULLINS</strong> &#8211; Rank-Assistant Fire Chief. Mullins served with Dante Volunteer Fire Department for over a decade. He loved helping others. Mullins was an accomplished musician.</p>
<p>The memorial service, hosted by the Virginia Department of Fire Programs, included a keynote address by Secretary of Public Safety Marla G. Decker, a Virginia Fire Services Honor Guard procession featuring the Saint Andrew’s Legion Pipes and Drums, musical performances by Richmond recording artist Susan Greenbaum and Nashville recording artist Kari Smith, and a fire apparatus display from fire departments across the state. Virginia state flags were presented to the families of the fallen firefighters.</p>
<p>A reception followed hosted by the Virginia Professional Firefighters Association.</p>

<p>PULASKI, Va. — A firefighter who died after working at a house fire suffered an intracranial hemorrhage, investigators found.</p>
<p>Firefighter Jeffrey H. Reed, of the Pulaski Fire Department, Virginia, complained of a headache while cleaning up the incident scene on June 4 last year.</p>
<p>Despite three days of intensive treatment at a local hospital, he passed away from intracranial bleeding due to a hemorrhagic colloid cyst, a NIOSH report released Monday said.</p>
<p>Colloid cysts are rare, according to the report, and account for less than one percent of all intracranial tumors.</p>

<p>On December 20, 2009, Dante Volunteer Fire Department (Russell County, VA) lost their Assistant Fire Chief, Bobby Joe Mullins. Assistant Chief Mullins was operating at a vehicle fire when chest pains began. He was transported to Russell County Medical Center and then transferred to Holston Valley. Shortly after arriving&#8230; at HVHMC, Assistant Chief Mullins went into cardiac arrest and was unable to be revived. Assistant Chief Mullins leaves behind a wife and 4 adult children, he was 52. He served on the Dante VFD since 2000.<br />
I will post funeral arrangements as soon as they are finalized. This is a small rural Fire Department and I hope we as a Fire Service community can rally around them in their time of need. I am requesting a Sea of Blue and Honor Guard participation if you can.</p>

WINDSOR &#8211; Capt. Carl Marshall Nordwall, 56, passed away peacefully Oct. 6, 2009.<br />
He was born May 5, 1953, to the late David and Marguerite Nordwall in Chevy, Md. Serving his community and keeping people safe was a passion for Capt. Nordwall. He was a distinguished Firefighter with the Norfolk Airport Fire Department for more than 27 years; a life member of the Oceana Fire Department, Station 8, and a member of the International Association of Firefighters. He was also a devoted member and Squadron Commander of the Sons of the American Legion Squadron 49, Smithfield; and a charter member of the American Legion Riders Chapter 49, Smithfield. Capt. Nordwall will always be remembered as a loving husband, father, brother, grandfather, and friend. He will be deeply missed.<br />
Left to cherish his memory is his loving wife of 30 years, Ruth Ann Nordwall; daughter, Kim Marie Thompson and husband, Paul; son, Scott Van Vliet; brother, David Nordwall III; sister-in-law, Barbara Haupt; and four grandchildren, Danielle Hodges, Austin Thompson, Taylor and Logan Van Vliet; and a host of nieces and nephews.<br />
A gathering of family and friends will be held from 6 to 8 p.m. Friday, Oct. 9, 2009, at Rosewood-Kellum Funeral Home. <p>It is with deep sadness that we announce the passing of Pulaski Fire Department Firefighter Jeffrey H. Reed.  Firefighter Reed was operating a Fire Engine at the scene of a structure fire on Hogan’s Place Rd. in Pulaski County on June 5, 2009.  He began to experience a medical issue and was transported to the Pulaski Community Hospital by REMSI and was then transferred to UVA Medical Center in Charlottesville VA where he passed away on June 8, 2009.    Firefighter Reed had served the Town as a paid Town of Pulaski Firefighter since 2002 and was a volunteer Firefighter prior to that.</p>
<p>The Town of Pulaski extends our deepest sympathy to his family.  Funeral arrangements follow:</p>
<p>The funeral arrangements are with Stevens Funeral Home, with the viewing from 6-8 pm on Thursday, the 11th and the funeral on Friday, the 12th at 11 am.   Burial will be in the Reed Family Cemetery at the end of Valley Road.</p>

<p>Apparatus placement will be on streets around Stevens Funeral Home at 815 Randolph Ave. Pulaski VA 24301. Since we will be going back down Randolph Ave., apparatus should be turned around headed south. After funeral service, the precession will proceed back down Randolph Ave. (South). The burial will take place at the family cemetery at the end of Valley Rd. This is not a through road, it ends, and parking is very limited. We ask any apparatus and personnel attending the burial to park on both sides of Valley Rd. between Commerce and First Streets SW (across tracks) and be shuttled to the burial site by school buses staged at First St SW. Due to the parking limitations, Pulaski FD apparatus will be the only fire/EMS apparatus allowed past First Street SW. Those not attending the burial may participate in the precession and exit left at West Main Street traffic light or Commerce Street intersection at RR tracks. <p>Roy Dale Smith III of McGaheysville Volunteer Fire Company,William David Lee Jr of Virginia Beach Fire Department,Edward Spencer Mizell of Portsmouth Fire Department and Cecilia Turnbough of Dale City Volunteer Fire Department were honored for their sacrifice of giving their lives in the Line of Duty at Virginia Fallen Firefighter’s Memorial on June 6 at the RIR Complex  on Laburnum Avenue.</p>
<p>Roy Dale Smith III<br />
October 18,1991-November 7,2008</p>
<p>Smith served not only with McGaheysville Volunteer Fire Company but was a junior member of Shenandoah Volunteer Fire Company. Smith died as an accident, in his personal vehicle, while responding to a structure fire in McGaheysville.</p>
<p>The dedicated firefighter understood how a fire victim felt, he was a burn survivor himself.</p>
<p>As a three year old Smith received a burn injury. He attended the Mid-Atlantic Burn Camp in Rockingham County and had the goal of returning as a counselor.</p>
<p>Smith followed in the footsteps of his father who was a volunteer firefighter.</p>
<p>Smith was active in the Future Farmers of America and Skills USA, he was a junior at Spotswood High School.</p>
<p>William David Lee, Jr.<br />
November 12,1949-August 5,2008</p>
<p>Lee valiantly served in Virginia Beach Fire Department. Affectionately known as “Duke” he succumbed to cancer on August 5, 2008. He spent the greater part of his career serving on “B” shift at Stations 2, 21 and 11. His final assignment was Company 6 “C”. He medically retired on June 30,2008.</p>
<p>He was well known for his love of food and his kind heart, always willing to help others and his dedication to family both at home and in the fire service.</p>
<p>Edward Spencer Mizell<br />
Passed in 2007</p>
<p>Mizell became employed with the City of Portsmouth on December 29, 1959. He tried various occupations before finding his true calling-the fire service. He held positions at the City Garage, City Assessor’s Office and even the Police Department but it was the fire service that claimed his heart and on October 14th, 1963 his journey as a career firefighter began.</p>
<p>His career spanned over 40 years . He served on Engine and Ladder Companies and for 15 years as an aide to Battalion Chief C.E.White. After a p;romotion to Lieutenant in 1990 he began serving on the Haz Mat team. He became Captain in 1997.</p>
<p>Mizell was recognized from then Governor Mark Warner for his work and dedication to the PASS Reading Program.</p>
<p>Cecilia Turnbough<br />
October 13,1966-November 9,2008</p>
<p>Turnbough was born in California. In 1999, Turnbough along with her spouse and children settled in Dale City. In May of the year 2000,she joined the Dale City Volunteer Fire Department. She faithfully served 8 years as Anb EMT-B and preceptor.</p>
<p>At the time of her death, she was a Guest Services Representive and Accountant for the Mount Vernon Ladies Association. Turnbough used her skills as a First Responder at the Mount Vernon Estate.</p>
<p>Governor Kaine in his remarks at the memorial said, “ The scripture was quoted in earlier remarks… That greater love hath no man that he lay down his life for his friends…I say there even a higher love…laying down your life for a stranger…” .</p>
<p>The event was held at the Richmond Raceway Complex.</p>

<p>DALE CITY, Va. &#8211; A Prince William County (web|news) EMT who collapsed during a training exercise nearly two weeks ago was laid to rest Saturday.</p>
<p>Forty-two-year-old Cecilia Turnbough&#8217;s family, friends and colleagues, who gathered in Dale City for her funeral, said Turnbough was devoted to serving and helping others. And although officials have not released her cause of death, the day provided some closure for her family.</p>
<p>Turnbough wanted to be a firefighter, and served for 8 years as an EMT working toward her dream.</p>
<p>&#8220;She was so excited for Fire One and I said, &#8216;keep on going. You&#8217;ll do great.&#8217; It was the same advice she&#8217;d given to me three years prior,&#8221; said her son, Richie Turnbough.</p>

<p>Area fire officials formed an investigative team to study the circumstances surrounding the line-of-duty death of emergency medical technician Cecilia Turnbough of the Dale City Volunteer Fire Department.</p>
<p>On Monday, Prince William County Fire and Rescue Chief Kevin J. McGee and Dale City Volunteer Fire Department Chief Chris Hool appointed the team to investigate Turnbough’s sudden death during a Nov. 9 exercise at the Prince William County Public Safety Training Academy.</p>
<p>The team is expected to offer up a set of recommendations to the Prince William County Fire and Rescue Association to enhance firefighter safety and survivability. According to Prince William County Fire Marshal Hadden Culp, the investigation will take at least two months.</p>

<p>The Dale City Volunteer Fire Department reports there is no word from the medical examiner&#8217;s office on the death of EMT Cecilia Turnbough. Sources tell STATter 911 the ME has found nothing definitive and is waiting for full lab results.</p>

<p>Following the procession, a reception will be held at Dale City Volunteer Fire Department, Fire Station 13 located at 13511 Hillendale Drive, Dale City, VA 22193.</p>
<p>Departments are encouraged to attend. Apparatus and Honor Guards are welcome.</p>

<p>On 11/09/08, EMT Cecilia Turnbough, of the Dale City Volunteer Fire Department died during a routine training exercise as part of an entry level Firefighter certification class. The training involved maneuvering through a maze. Training was conducted with no smoke or fire. The incident occurred at the Prince William County Public Safety Training Center in Nokesville. EMT Turnbough was transported by the Prince William County Department of Fire and Rescue to Prince William Hospital, where she was treated and later pronounced dead.</p>
<p>Cecilia was 42 years old, was a certified Emergency Medical Technician (EMT), and had served as a volunteer for the past eight years with the Dale City Volunteer Fire Department. She had recently begun training to expand her capabilities to include firefighting.</p>
<p>The entire Fire and Rescue family would like to express its condolences to EMT Turnbough&#8217;s family, including her husband, Lt. Chris Turnbough of the Dale City Volunteer Fire Department.
